Anyone want to help me with my Cape Mission?

I thought I'd take the easier of the two (Costume Effects and Capes) first. I'm at the Perez Park gate and I'm being swarmed by Rikti even while I target the portal.

So... it's 11:29 right now. I'm going to work on my tan and I'll be back in a few hours.<p>
